Participants meet City leadership, department directors, and staff while learning how decisions are made, public funds are invested, and projects are prioritized.

The program also introduces participants to the City's Strategic Plan and the goals guiding Odessa's future.

Citizens UniverCity is a free, seven-week educational experience created to help residents better understand the City of Odessa's government, services, and operations.
